Sometimes the issue is not whether there is an adequate amount of water, or whether it is clean enough; it is how to move it from one place to another. For instance water lines transport water to where it can be used and sewer lines move polluted water further along to a place where it can be treated before introducing that water into the natural ecosystem. Drainage and related drainage studies are tools used to move precipitation and run-off to places where it does not pose a nuisance or is not stored unnecessarily; or is stored necessarily when required by regulations.
